【台北訊】 適逢台灣在宅醫療發展邁入關鍵第十年，台灣在宅醫療學會於6月27日至28日在台北華南銀行國際會議中心盛大舉辦「第一屆亞太在宅醫療大會 (The 1st Asia-Pacific Hospital at Home Congress, APHaH)」。本次大會以「從台灣出發，定義亞太在宅醫療未來」為主題，匯聚來自美國、以色列、日本、澳洲、新加坡等15個國家的專家學者，吸引逾400位醫療與產業代表共襄盛舉。中華民國賴清德總統更親臨開幕式致詞，展現政府對在宅醫療與健康台灣願景的高度重視。
[Taipei] Marking the crucial 10th anniversary of home-based medical care development in Taiwan, the Taiwan Society of Home Health Care grandly hosted the “1st Asia-Pacific Hospital at Home Congress (APHaH)” from June 27 to 28 at the Hua Nan Bank International Convention Center in Taipei. Themed “From Taiwan to the World: Defining the Future of Hospital at Home in the Asia-Pacific,” the congress brought together experts and scholars from 15 countries, including the US, Israel, Japan, Australia, and Singapore, attracting over 400 medical and industry representatives. President Lai Ching-te of the Republic of China (Taiwan) attended the opening ceremony, demonstrating the government’s high regard for home healthcare and the vision of a “Healthy Taiwan”.
總統親臨期勉，推動健康台灣與制度創新 賴清德總統於致詞時指出，面對台灣邁入超高齡社會，醫療不應只是被動等待病人來到醫院，而是主動走入家庭與社區。政府積極推動的「在宅急症照護試辦計畫」，截至今年4月底已服務超過7,700人次，治療完成率近9成。為擴大服務量能，5月起再挹注約9千萬元預算，擴大適用對象至所有感染症。賴總統強調，「健康台灣」的目標是讓國人更健康、國家更強，並期盼將台灣的制度創新與醫療經驗分享給全世界，深化與國際的連結。
Presidential Encouragement: Promoting a Healthy Taiwan and Institutional Innovation In his opening remarks, President Lai Ching-te pointed out that as Taiwan enters a super-aged society, healthcare should not passively wait for patients to come to the hospital but proactively reach into homes and communities. The government has actively promoted the “Hospital at Home Trial Program,” which has served over 7,700 patients by the end of April with a nearly 90% treatment completion rate. To expand service capacity, an additional 90 million NTD budget was allocated in May to cover all infectious diseases. President Lai emphasized that the goal of a “Healthy Taiwan” is to make citizens healthier and the nation stronger. He hopes to share Taiwan’s institutional innovation and medical experiences with the world, deepening international connections.
學會揭示下個十年願景，向總統當面許下三個願望 大會共同主席、台灣在宅醫療學會現任理事長陳英詔與創會理事長余尚儒共同呼籲，在超高齡社會中，在宅服務應視為與國防、經濟同等重要的國家戰略核心，將願景從「把醫院搬回家」提升至「賦能社區」。
The Society Unveils the Next Decade’s Vision and Presents Three Wishes to the President Congress Co-Chairs Dr. Ying-Chao Chen, current Chairman of the Taiwan Society of Home Health Care, and Dr. Sang-Ju Yu, the Founding Chairman, jointly urged that in a super-aged society, home-based services should be treated as a core national strategy equivalent to national defense and the economy. They advocated shifting the vision from merely “bringing the hospital home” to “empowering the community”.
陳英詔理事長於開幕致詞時，當面向賴總統許下三個願望：第一，目前台灣在宅醫療支出占整體醫療經費不到1%，期盼在2030年前能提升至3%，以吸引更多人才與產業投入；第二，期盼外交部與國合會支持學會串聯國際在宅醫療聯盟，突破外交困境；第三，期盼第二屆大會舉辦時，總統能再次蒞臨。對此，賴總統於致詞時明確且溫暖地回應：「我有聽到」，並表示當醫療人員投入更多，政府經費比例自然會隨之增加。
During his opening speech, Chairman Dr. Ying-Chao Chen directly presented three wishes to President Lai: First, to increase the home healthcare budget from the current sub-1% to 3% of the total national medical expenditure by 2030, in order to attract more talent and industry investment. Second, to seek support from the Ministry of Foreign Affairs and the TaiwanICDF in forming an international home healthcare alliance, overcoming diplomatic hurdles. Third, for the President to attend the next congress. In response, President Lai warmly and explicitly acknowledged in his speech, “I have heard you,” adding that as medical professionals invest more effort, government funding will naturally increase.
跨域整合與科技賦能，展現台灣優勢 本次大會亦結合經濟部產業技術司、國家科學及技術委員會及衛生福利部的支持，攜手工研院等法人單位，展出多項智慧在宅醫療創新技術。包含「醫咖go+iMAS智慧醫療資訊平台」、智慧護膝與多模態生理監測服飾等。這些創新科技不僅減輕第一線醫護負擔，更展現了台灣在推動數位轉型與「在宅醫療科技」上的堅強實力與應用潛力。
Cross-Sector Integration and Technological Empowerment: Showcasing Taiwan’s Advantages Supported by the Ministry of Economic Affairs, the National Science and Technology Council, and the Ministry of Health and Welfare, the congress collaborated with the Industrial Technology Research Institute (ITRI) and other institutions to showcase various innovative smart home healthcare technologies. These included the “iMAS Smart Healthcare Information Platform,” smart knee braces, and multi-modal physiological monitoring apparel. These technological innovations not only reduce the burden on frontline medical staff but also demonstrate Taiwan’s robust capabilities and potential in driving digital transformation in healthcare.
立足台灣，放眼亞太 第一屆亞太在宅醫療大會不僅促成了多場高水準的學術演講與圓桌論壇，大會最後更發表了「亞太在宅醫療宣言」，為未來的跨國合作奠定基礎。台灣在宅醫療學會將持續扮演產官學與國際溝通的橋樑，讓台灣成為亞太地區在宅醫療發展的重要樞紐，實現健康亞太與健康世界的共同願景。
Rooted in Taiwan, Looking to the Asia-Pacific The 1st APHaH Congress facilitated numerous high-level academic lectures and roundtable discussions, culminating in the launch of the “Asia Pacific Declaration on Hospital at Home,” laying the groundwork for future cross-border collaborations. The Taiwan Society of Home Health Care will continue to serve as a vital bridge between industry, government, academia, and international partners, positioning Taiwan as a crucial hub for home healthcare development in the Asia-Pacific region and realizing the shared vision of a healthy Asia-Pacific and a healthy world.
